Road force balance is a balance done on a special machine.

It has an arm which rests on the tread and can determine whether the tire is in specs as far as being out of round. If out off round, no amount of balancing will make the tire run without vibration.

When I worked at the tire shop we always used to balance the tires with the safety shield up so you could see how the tire tracked. We would look for side to side wobble in the rim and tire tread and up and down variations as well. I suspect you have one of these problems. Bad front shocks will add to these problems as well. Many new tires are out of round right from the factory so this is pretty normal.
