Its fairly "normal" to have a different feel when the brakes are damp. As long as it goes away after a couple stops I wouldn't worry too much about it. You may also notice that they are a little loud first thing in the morning. Sometimes mine "moan" a little when I back out in the morning.

I would guess that you have rear drum brakes, right? The dynamics of rear drum brakes tend to make this sort of behavior more obvious. When you apply the brakes the force is magnified so when they are damp it is more noticeable than with disc brakes.
