As for the sensors, you can have your oem sensors removed from your stock wheels and installed on the Saleen wheels but you will need to buy new mounting bands. I believe Tire Rack sells these for less money than Ford. You don't have to install the TPMS on your Saleen wheels but you will have to put up with the idiot light on the dash burning.
I called tirerack and they dont have bands for a 23" wheel but Saleen does. Saleen wants $40 for each band. I'm not sure if this includes the cradle that holds the sensor. I'm trying to get them back on the line now. Tire rack does have the cradle for $9.98 and the sensor (if I decide to buy extra ones) for $15.99. I'm learning new stuff as I go which is scaring me. I just want to get the correct information and that's it.

There isn't a lot of diffence in the tire heights. The taller tire on his new 23's is going to make his truck's odometer show less miles than he is actually traveling.

So with this being said. Re- calibration is a good thing. I also notice that the front wheels have a different offset from the rear. I guess tire rotation is a thing of the past now.

Really, I didn't realize the Saleen wheels had differnt front and rear offset/backspacing. I had a WS6 Trans Am that was like that. All you can do for rotation is swap left to right or have the tires removed and remounted.

Thanks to everyone that has helped me along the way. I know that I've been a pest to some but I'm a perfectionist. Thanks.

Um, correct me if I am wrong but arent the sensors side dependant? IE: 1 p/n for left side and 1 p/n for right so if we swap left for right our PCM will throw a fit for sure? Am I understanding correctly that they have different p/ns for left and right sensors?

BTW-I own a 99 trans am and I cant rotate my tires either....the rears are 11" wide rims,
see its pics---> http://www.fquick.com/todbnla
