Sticky brakes = 2-3 mpg

Sticky brakes = 2-3 mpg
I went to replace my rear pads and the passenger side caliper was bad. Took the truck in and had the caliper and cam phasers replaced under ESP. My mpg has gone from 9-11 to 12-15.
I lifted my truck last summer and I think that's when my caliper started dragging because my mileage went from 16+ to around 10. I didn't think 35's would kill mileage that bad but the truck ran fine so I didn't think anything of it.
Does anybody know if a dragging brake would cause the chrome to flake off my wheel? That wheel flaked right away so I'm wondering if I have a reason to go back to Ford and have them pay for it. They told me my rotor isn't warped but I'm guessing that wheel got pretty hot.
