I've seen people fit 33x11.50's (285/75-16's and 285/70-17's) on stock 97-03 4x2's by using the stock wheels or an 8 inch wide aftermarket wheel with 4.5 inches of backspacing. But, it's an extremely tight fit and the wheelwells look way to stuffed IMO. My advise would be to add a 3 inch body lift and maybe a 2 inch Daystar coilspring spacer (or 2 inch lift coils). This will put you at the same height as a stock 4x4 with the torsion bars cranked up and will alloy you to easily fit 33's using just about any 8 to 10 inch wide aftermarket wheel.
If you don't want to do this, I'd go with a 265/70-17 (32x10.50) on a 17x8 inch wheel with 4.5 inches of backspacing.

If you wanna do 33's and have clearance I'd do either a 3" body lift, 2" leveling coils, or both if you want it to be higher and level.

Can you install coil springs or a body lift? Blocks aren't hard, I was talking about the lift up front. If you can do the install on a body lift that would be the cheapest route if you want the most height and aren't worried about it being level. If you want level, you'd have to do 2" coils or a 2" spacer since your on a tight budget, price is close to the same but a little less height.

Yeah I'm sure I could my dad just put coil spring on his 03 f150 4x4 so I'm sure he would supervise me while I did it if anything. I'll check em both out and see what I can do. do you have a good site to check the parts out or would I be able to be these at Autozone or o'rielys autoparts? Thanks
